Introduction

OSH for HR Practitioners is a one-day course that helps human resources personnel understand their role in implementing workplace occupational safety and health requirements. It translates legal and organizational responsibilities into practical HR policies, records, workflows, and coordination activities that can be applied throughout the employee lifecycle.

The course covers the legal foundations referenced in the supplied outline, including Republic Act No. 11058 and relevant DOLE issuances. Participants examine onboarding and induction, training records, incident notification, documentation, medical leave and return-to-work coordination, contractor pre-qualification, communication with Safety Officers, and HR-focused compliance review.

Why This Course Matters

OSH compliance is not handled by the Safety Officer alone. HR systems directly affect worker orientation, competency records, policy communication, incident documentation, medical and return-to-work processes, contractor requirements, employee relations, and management reporting. Gaps in any of these areas can weaken the organization’s overall Safety and Health Program.

This course helps HR practitioners convert OSH duties into clear, repeatable processes. It also strengthens collaboration among HR, Safety Officers, the OSH Committee, supervisors, and management so that responsibilities are documented, communicated, and followed through.

Objectives

Upon successful completion of the course, participants should be able to:

  1. Summarize key provisions of RA 11058 and the critical changes in DOLE Department Order No. 252, series of 2025, identified in the supplied course outline as affecting HR responsibilities.
  2. Design or update HR-related OSH components, including induction content, training matrices, policies, and incident notification and recordkeeping processes.
  3. Apply a simple workplace risk communication and medical leave or return-to-work flow aligned with organizational and statutory requirements.
  4. Collaborate effectively with Safety Officers and management during inspections, investigations, corrective actions, training, and compliance monitoring.
  5. Conduct an HR-focused OSH compliance checklist review and prepare a practical 30-day action plan.
